Excel l SQL Connection l Cannot access Permission settings

we have a excel sheet that is connected to a sql database. We sent it to a few colleagues and it seems to work for anyone but one. Said user can not access the permission settings under the data source settings, as the window freezes and stays white. This is the window im talking about

Does anyone have an idea or clue on why this is happening?

The thing that confuses me the most is the fact that the permission settings will freeze even in a new and empty worksheet.
